Community College, discussed the school's role in closing the city's digital divide.&amp;nbsp; Sivak outlined the city gov't's strategy for increasing residents' access to broadband &amp;amp; technology&amp;nbsp;by&amp;nbsp;forging partnerships&amp;nbsp;with the private sector.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Times, &amp;quot;Times New Roman&amp;quot;, serif;"&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Times, &amp;quot;Times New Roman&amp;quot;, serif; The most personally intriguing of the featured guests&amp;nbsp;was&amp;nbsp;a&amp;nbsp;neighborhood wi-fi network venture underway in the Bloomindale section of Northeast D.C..&amp;nbsp; The network --&amp;nbsp;which utilizes&amp;nbsp;a 'mesh' design of low-powered access points served by the city's fiber optic network -- is based in the &lt;/span&gt;&lt;a href="http://www.bigbearcafe-dc.com/"&gt;&lt;span style="font-family: Times, &amp;quot;Times New Roman&amp;quot;, serif; font-size: large;"&gt;Big Bear Cafe&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family: Times, &amp;quot;Times New Roman&amp;quot;, serif; font-size: large;"&gt; and provides free wi-fi Internet access to Bloomingdale residents within range of an access point.&amp;nbsp; font-size: large;"&gt;The summit recessed for us to meet&amp;nbsp;in small groups for&amp;nbsp;discussion.&amp;nbsp; Each group consisted of public- and private-sector entrepreneurs, citizens, and activists.&amp;nbsp;&amp;nbsp;In my group,&amp;nbsp;talk centered on affordable access to broadband and PCs,&amp;nbsp;digital literacy, and adoption.&amp;nbsp;&amp;nbsp;There were three seniors from Ward 7 who each cited the costs of&amp;nbsp;residential broadband service as a huge obstacle to improving their daily lives.&amp;nbsp; As&amp;nbsp;I recall, two of them had taken classes on&amp;nbsp;using&amp;nbsp;PCs and the Internet and were quite&amp;nbsp;familiar with&amp;nbsp;several features and sites, including&amp;nbsp;e-banking and YouTube.&amp;nbsp; They all spoke openly and passionately about having the ability to use video conferencing and shop online.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Times, &amp;quot;Times New Roman&amp;quot;, serif;"&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Times, &amp;quot;Times New Roman&amp;quot;, serif; font-size: large;"&gt;When the summit re-convened in the&amp;nbsp;rec center's multi-purpose&amp;nbsp;room, Dr.&amp;nbsp;Guevarra spoke about how technology can&amp;nbsp;influence the way we work, play, and live, and the importance for those of us in the tech sector to consider human and social factors in our ventures.&amp;nbsp; I believe many of us&amp;nbsp;get so caught up&amp;nbsp;with&amp;nbsp;inventing or innovating&amp;nbsp;a magic bullet that we lose sight of&amp;nbsp;simple things we can do that&amp;nbsp;have value to people.&amp;nbsp;&amp;nbsp;While &lt;strong&gt;Ignition:CC&lt;/strong&gt; While the trend in American culture has been, and continues to be toward increased openness and egress for all, traditional class divisions remain prominent and the emergence of a new class -- a technocracy -- threatens to re-balkanize the nation.&lt;br /&gt;&lt;br /&gt;The distinction between techno-haves and techno-have-nots is popularly characterized as &lt;strong&gt;'the Digital Divide'&lt;/strong&gt;. Its recent growth, fueled by the political intersection of deregulation, globalization, and democracy, suggests the prospects for a further marginalization of the American underclass is significant and a parallel destabilization of the economy. The resulting techno-ghettos on the wrong side of the Divide represent much more problematic conditions for our society.&lt;br /&gt;&lt;br /&gt;The Divide is distinguishable by the difference in access to hardware, software, and media -- specifically, personal computers and the Internet. Given the U.S. economy's de-industrialization, millions of individuals are more in need of having the skills and resources compatible with processing content in a service-based economy where information is a commodity. Individual socio-economic mobility is predicated upon one's ability to access and manipulate content according to his self-interests.&lt;br /&gt;&lt;br /&gt;To provide some context, approximately 220 million of 300 million Americans -- a notch over 70% -- currently have residential Internet service. However, only 83 million residential Internet subscribers have residential high-speed ('broadband') service, commonly defined here in the U.S. as a downstream transfer rate greater than, or equal to 768kbps. The gap between residential broadband subscribers and everyone else represents the Divide. Given the rapid evolution of Web 2.0, i.e.; digital audio &amp;amp; video, large file transfers, high-resolution graphics, etc., the Divide also represents a new type of socio-economic isolation for those who high-speed Internet service is unavailable, unaffordable, or both.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Ignition Cyber Club&lt;/strong&gt; is one solution to bridge the Divide.
